About the Performance-Based Assessments

The High School Marketing and Business Plan Performance-Based Assessments are the culminating events of Career and Technical Education to assess the education standards of public school students in the business pathway.

In an effort to encourage high school students to explore educational and career opportunities, the performance-based assessment allow students to apply their learning and showcase their achievement of the Hawaii Content and Performance Standards and Career Pathway standards. The process promotes enthusiasm for business education by providing real-world marketing and business experience.

Students from across the state put in hundreds of hours of work and come to the final event to present their ideas to a distinguished panel of judges in hopes of winning cash prizes and other awards.

Held annually since 2003, the performance-based assessments are made possible by the joint efforts of the State Department of Education, the University of Hawaii Shidler College of Business Pacific Asian Center for Entrepreneurship and many other partners in the business community.

Marketing Plan Competition

The challenge for students participating in the Marketing Plan Competition is to create and present a marketing plan for an existing profit or not-for-profit business or organization. Prior to the event, teams of students submit a comprehensive written plan that includes:

  • An executive summary,
  • Market research and analysis,
  • A marketing problem,
  • Marketing objectives,
  • A marketing strategies proposal,
  • A budget and
  • An evaluation plan. 

The written plans are reviewed and scored by a pool of judges, who are marketing professionals from the local community.

At the event, teams have 20 minutes to pitch their marketing plans and 15 minutes for Q&A.  The judges score the oral presentations based on the delivery of the pitch and the students’ ability to answer questions confidently. 

Finalists are determined by combining scores from the written plan, oral presentation and the average team score from a written test. The finalists pitch their plans to a panel of final round judges, who determine the winners of the competition.

Students who score high marks for an articulation exam will earn college credits.

Business Plan Competition

The challenge for students participating in the business plan competition is to create and present a business plan for a NEW venture.  Prior to the event, teams of students submit a comprehensive written plan that includes

  • An executive summary,
  • Analysis of opportunity and market,
  • Marketing, sales and distribution plan, and
  • Finance and management statements. 

The written plans are scored by a pool of judges, who are business professionals from the local community.

At the event, teams have 20 minutes to pitch their business plans and 15 minutes for Q&A.  The judges score the oral presentations based on the delivery of the pitch and the students’ ability to answer questions confidently.

Since 2003, community organizations and businesses have generously sponsored the High School Marketing and Business Plan Performance-Based Assessment. There are many ways in which companies can acknowledge the hard work of the students and teachers and maximize support of the performance-based assessments. Involvement can range from providing gift cards as teacher appreciation gifts to sponsoring cash prizes for the winners.

Sponsorship benefits may include:

  • Prominent recognition in all performance-based assessment collateral and marketing efforts before, during and after the performance-based assessment
  • Opportunities for a logo to appear on the performance-based assessment website, printed programs, awards luncheon slideshow and “big” award checks for winners
  • Opportunities for company executives to assist in the judging, attend the awards luncheon, and present the checks to the winning teams.
